Bro i just gave up and spawned it. Since advanced tools requaires 4 basic ones, i just searched for 8 advanced tools and crafted it as soon as i found the last one. I found like 13 of advanced one at before spawning it. Most of them i gived to technicians in hope getting stash coordinates but i gave up after 30 or even 40 stashes.You can game it a bit to make sure your 8th quest is completed in Rostok for a high chance of advanced tools. Every 8 stash coordinates you acquire you'll get a green stash, you get stashes by completing missions and looting dead stalkers you (or someone else) killed.
