There are two definite Skeletons you can recruit in Kenshi, those being Burn and Sadneil. Sadneil is in Black Desert City in the Inn and you just gotta talk to him and go through his dialogue tree to get him to come along., After a couple loads or if you check back after a few days, you will see someone in the bars saying the same stuff as Heft but a different model and name.
